A quiet but consequential challenge is reshaping the way airlines process international passengers, and it goes to the very heart of how modern travel is authorised. When a passenger arrives at the airport clutching a valid passport, a confirmed ticket and an eVisa, one deceptively simple question arises: how does the airline actually know that the eVisa is authentic? For the African travel trade, this question carries growing operational and financial weight, given the continent's expanding use of digital travel authorisations and the increasing complexity of global mobility.

The stakes are anything but trivial. Before permitting a passenger to board an international flight, an airline must confirm that the traveller holds the correct documents to enter the destination country. Get it wrong, and the airline faces a costly outcome. Fines and removal costs currently average around US\$9,000 per passenger, an eye-watering figure that can quickly erode margins on already tight international routes. And the answer to how airlines actually verify eVisas is likely to surprise many travel professionals and passengers alike.

The core of the problem is a striking asymmetry. Travellers enjoy the convenience of applying for an eVisa online, receiving approval in a matter of days or even hours. Airlines, however, bear the full weight of verifying the authenticity of these authorisations, often with limited tools and even less standardisation. Proof of an eVisa's issuance might arrive as an email, a PDF, a QR code, a website query, a direct connection to a government database or, in some cases, merely a manual verification of a supporting document. In practice, there is very little in the way of a consistent global approach.

Consider the daily reality facing a check-in agent at a busy African hub such as Lagos, Nairobi, Johannesburg or Addis Ababa. That agent must be prepared to verify documents for passengers travelling almost anywhere in the world, potentially with transit points that carry their own visa requirements. With more than 100 countries now issuing eVisas, the verification burden has become a genuine operational hazard, one that no amount of experienced staff can fully mitigate without better systems.

Nobody in the industry wants to strip travellers of the convenience that eVisas provide. Yet a smarter, more efficient system of verification is urgently needed. The good news is that many of the essential tools have already been developed. IATA's Control Authorities Working Group has recently published best practices for issuing and verifying digital travel authorisations, titled "Non-Physical Authorisations to Travel, Best Practices for Issuers and Verifiers (2026)", building on parallel work at ICAO.

Two mechanisms sit at the heart of this evolving framework. The first is interactive Advance Passenger Information (iAPI). During check-in, the airline sends passenger information electronically to the destination government and receives a real-time response confirming whether the passenger meets entry requirements. The impact where iAPI has been deployed is striking, with airlines reporting documentation compliance rates up to 20 times higher for countries with comprehensive iAPI systems than for those relying on manual checks. Yet fewer than 30 countries currently operate iAPI systems, leaving a significant global gap.

The second mechanism is the ICAO Digital Travel Authorisation (DTA), which provides standardised, digitally signed proof that an electronic authorisation has been issued. Instead of every country producing its own idiosyncratic confirmation format, the essential information is presented in a consistent, machine-readable structure that can be reliably authenticated. Crucially, iAPI and DTA are complementary rather than competing solutions. iAPI enables direct real-time verification with the issuing government, while DTA provides standardised proof of authorisation, including in situations where iAPI checks are unavailable.

The obvious challenge is that developing tools and deploying them universally are two very different things. With national security considerations firmly in play, universal iAPI and DTA adoption will inevitably take time. Yet that reality should not become an excuse for inaction. Governments can begin by aligning existing visa confirmations with international standards, developing verification methods that integrate seamlessly with airline check-in systems, and engaging airlines meaningfully before launching new programmes.

Importantly, aligning with global standards does not in any way compromise a government's sovereign authority over who needs a visa, the criteria for entering its territory, or any other aspect of immigration and border control policy. Standardisation concerns the mechanics of verification, not the substance of decision-making.

For the African travel trade, this conversation is especially pertinent. As African countries increasingly embrace digital visa programmes, from Kenya's ETA to Nigeria's eVisa and various emerging systems across the continent, the same verification challenges will inevitably confront African carriers and their trade partners. Consultants, tour operators and corporate travel managers should be paying close attention to how these standards evolve, as they will directly shape the passenger experience and airline cost structures in the years ahead.

Governments have made considerable progress in digitising visa applications and approvals. Verification must now catch up. The question can no longer be limited to how visas are issued digitally, but must extend to how an airline halfway around the world can reliably confirm their validity. Digital visas hold real promise to make travel faster, simpler and more secure. That promise will only be fulfilled, however, when they become as straightforward for airlines to verify as they are for passengers to obtain.
