EAC Railway Rehabilitation Support – Project Refurbishment of the Kampala-Malaba Meter Gauge Railway Line.

The Government of Uganda has secured a loan from the African Development Bank for the EAC Railway Rehabilitation Support Project, which aims to refurbish the Kampala-Malaba Meter Gauge Railway Line. The project has two primary objectives: reducing transport costs on the Northern Corridor and improving trade competitiveness in Uganda and the East African region.

The procurement methods used for this project will be Open Competitive Bidding (OCB) for Goods and Works, Quality and Cost Based Selection (QCBS), Least Cost Selection (LCS), and Individual Consultant under services. The project consists of eight components:

Track Rehabilitation and Installation of Signals and Telecommunications Rollingstock, Machinery, and Marine Vessel Rail Sector Skills Development Trade Facilitation and Institutional Support Gender and Social Infrastructure Support to Project Management Climate Change and Resilience Building Compensation and Resettlement

The project’s components will include improvements such as new locomotives, refurbishing support infrastructure, electronic billboards, detailed engineering designs, and a preliminary design for the Kampala Multi-Modal Hub. Additionally, the project will include the construction of a railway training centre and a one-stop centre for gender-based violence, legal, health, psychological, family planning, and economic empowerment services.

Procurement of goods, works, and acquisition of consultancy services will follow the Bank’s Procurement Policy for Bank Group Funded Operations of October 2015. The bidding documents for the project are expected to be available in March 2023.
