Uganda Launches Major Skills Initiative to Transform Hospitality Workforce
Uganda's hospitality sector is experiencing a significant transformation as the Ministry of Tourism, Wildlife and Antiquities launches an ambitious apprenticeship programme designed to address critical skills gaps while boosting youth employment across East Africa. This strategic initiative represents a fundamental shift in how the region approaches workforce development in one of its most promising economic sectors.
The programme targets 750 young professionals over five years, with 150 participants enrolled annually in comprehensive training that emphasizes practical, hands-on experience. Permanent Secretary Doreen Katusiime emphasized that this initiative forms part of a broader governmental strategy to drive economic transformation through skills development, particularly within tourism and hospitality—sectors that contribute significantly to Uganda's GDP.
What sets this programme apart is its 70% practical training approach, launched at the Uganda Hotel and Tourism Training Institute (UHTTI) in Jinja. The current cohort demonstrates the programme's comprehensive scope, with participants specializing across key hospitality areas: 49 future tour guides, 29 receptionists, 27 baking and pastry specialists, 25 culinary professionals, and 20 service staff members.
The ten-month intensive training programme, which commenced in July 2025, addresses specific skills shortages that have long challenged Uganda's hospitality sector. Research indicates that the industry faces persistent gaps in practical skills, with graduates often lacking workplace readiness and hands-on experience essential for roles in service delivery, food preparation, and guest relations.
Emmanuel Kaweesi, UHTTI's Dean of Academics, highlighted the programme's rigorous standards, noting that all participants must undergo mandatory assessment by the Uganda Vocational and Technical Assessment Board (UVTAB) before certification. This ensures that graduates meet established competency standards for Technical and Vocational Education and Training programmes, providing employers with confidence in their capabilities.
The programme's structure reflects best practices observed across Africa's tourism training landscape. Similar initiatives in Kenya, South Africa, and Ethiopia have demonstrated the effectiveness of combining government funding, institutional expertise, and industry regulation. Kenya's Utalii College, for instance, has produced over 60,000 graduates through programmes emphasizing practical training and industry attachments.
UHTTI's transformation into a center of excellence supports this ambitious training agenda. The institute has undergone significant infrastructure development, including construction of multi-billion shilling facilities expected for completion by September 2025. Principal Richard Kawere noted that the institution now boasts state-of-the-art teaching kitchens, computer laboratories, demonstration rooms, and a three-star application hotel where students gain real-world experience.
The programme's impact extends beyond individual skill development. With Uganda's tourism sector contributing approximately 3.2% to 3.64% directly to GDP and supporting over 800,000 jobs, skilled workforce development becomes crucial for maintaining the industry's growth trajectory. Tourism earnings reached \$1.28 billion in 2024, representing a 25.9% increase from the previous year, while international arrivals surpassed 1.37 million visitors.
The competitive selection process underscores the programme's appeal and relevance. From over 1,000 applications received, more than 300 candidates met minimum requirements, with 150 ultimately selected for training. This high demand reflects both youth unemployment challenges and recognition of tourism's employment potential across the region.
Katusiime's emphasis on transforming Uganda from an exporter of unskilled to skilled labor resonates with broader African development goals. The programme specifically aims to prepare graduates for employment both domestically and internationally, addressing regional labor mobility trends while strengthening local capacity.
The initiative's success builds on lessons learned from the first cohort, with 84 apprentices set to graduate in November 2025. This graduation milestone will provide valuable insights into employment outcomes and industry absorption capacity, informing future programme refinements.
UHTTI's enhanced capacity—now accommodating over 1,000 students compared to previous limits of 400-500—positions the institution to scale training efforts significantly. The institute's international partnerships with institutions in Austria, Netherlands, and the United States ensure curriculum alignment with global hospitality standards.
The programme addresses digital skills gaps increasingly critical in modern hospitality operations. Many African hospitality establishments, particularly smaller properties, lag in adopting digital tools for operations, bookings, and payments. By integrating modern systems training, the programme prepares graduates for evolving industry demands.
