The Deputy Minister of Transport in Tanzania, Hon. David Kihenzile, has recognized the significant infrastructure challenges facing the Tanzania-Zambia Railway Authority (TAZARA) and has called for patience as discussions continue regarding revitalization plans. His remarks followed a recent inspection trip on January 9, 2024, which included a journey from Dar es Salaam to Mwakanga Station, along with earlier visits to Tunduma and Mbeya.

During these visits, Hon. Kihenzile emphasized the urgent need for a comprehensive overhaul of TAZARA's railway system to align with contemporary transportation requirements. After experiencing the Dar es Salaam Commuter Train to Mwakanga, located 30 kilometers from the city, he highlighted the railway’s historical significance and its crucial role in enhancing regional connectivity and trade.

He pointed out the stark disparity between TAZARA’s intended capacity and its current operational performance. "This railway is unique, and not every nation is fortunate enough to possess such infrastructure," he stated. "Originally designed to transport five million tonnes annually, last year’s figures reveal that it managed to carry only about 447,000 tonnes, which is merely 9% of its full potential."

To tackle these pressing issues, Hon. Kihenzile stressed the importance of considering various factors—professional, legal, international, and technical. He reassured stakeholders that negotiations are actively progressing, and once finalized, they anticipate a solid plan that will rejuvenate TAZARA. “Patience is crucial as we strive for a successful resolution,” he stated. The Deputy Minister also noted that communities and businesses along the railway route from Dar es Salaam to Songwe, as well as in neighboring nations, are eagerly awaiting enhancements to railway services. He confirmed that the rehabilitation process has already commenced with the endorsement of the Heads of State from Tanzania, Zambia, and China, urging the public to remain patient during this transition. Negotiations aimed at revitalizing TAZARA are expected to reach completion in the early part of 2025, according to the Deputy Minister.

TAZARA’s Regional General Manager Stresses Urgent Need for Infrastructure Overhaul

Mr. Fuad Abdallah, TAZARA's Regional General Manager for Tanzania, echoed the Deputy Minister's concerns, highlighting the necessity for extensive upgrades to critical infrastructure, including bridges, tracks, tunnels, and interchange points. “The primary obstacle we face is that our aging wagons are inadequate for transporting heavy containers. We urgently require new locomotives and wagons capable of managing substantial cargo.

Addressing these deficiencies is essential for the revitalization of TAZARA,” Mr. Abdallah asserted. Since its inception in 1976, TAZARA has often struggled with insufficient investment and inconsistent maintenance, which have plagued its infrastructure as well as its rolling stock. Years of wear and tear have resulted in a pressing need for significant investment and modernization to restore the railway’s efficiency and reliability. The governments of Tanzania and Zambia, with strong support from China, remain dedicated to overcoming these challenges and positioning TAZARA as a critical backbone for regional trade and connectivity.
