The Government of Cabo Verde has officially appointed Dr. Jose Luis Sá Nogueira as the new Minister of Tourism and Transport, succeeding Dr. Carlos Duarte Santos, who recently resigned. Additionally, he has undergone professional training in areas such as Managing the Project Cycle, Economic Studies on Export Projects, and Foreign Investment Promotion Techniques, equipping him with the expertise to navigate the complexities of these sectors.

Throughout his career, Dr. Sá Nogueira has held several high-profile positions, including serving as President of the Investment and Export Promotion Center (PROMEX), Director of the Privatization Office, and Director General of the Oasis Group in Brazil. His aviation experience is particularly noteworthy, having served as TACV Delegate in Brazil and later as President of the Board of Directors of TACV. More recently, he worked as an Air Transport Consultant under the World Bank-funded Transport Sector Reform Project and continued in this capacity within the Ministry of Tourism and Transport.

Dr. Sá Nogueira’s appointment is expected to have a significant impact not only on Cabo Verde but also on the broader African tourism landscape.
